Starting a project and finishing one draw on almost none of the same muscles. Starting rewards momentum and a good idea. Finishing rewards tolerance for a draft that's worse than the one in your head.
Most of the writers I work with are good at starting. That's not what brought them to coaching. What brought them in is a drawer of projects that all stopped at roughly the same point — not from lack of talent, but from never having practiced the specific, unglamorous work of staying with something past the point it stopped feeling exciting.
